The question is a little off base to begin with because Twitter operates differently than a search engine.  It is far more interactive and in many ways unpredictable.  The traffic is more horizontal than vertical.&lt;br /&gt;&lt;br /&gt;A follow all back user by their very designation is an active user and an active user is likely to be engaged.  That doesn't mean you mindlessly spam twitter and hope to get results just because you built a huge list through follow all back.&lt;br /&gt;&lt;br /&gt;You have to manage expectations.  If all you are doing is spamming ads, no one is likely to reply at all.
